OF MEETING HELD WITH PP8L AT BETHESDA, MARYLAND ON FEBRUARY 27, 1984 REGARDING REVISION 7 TO THE SUSQUEHANNA EMERGENCY PLAN On February 27, 1984, representatives of Pennsylvania Power

& Light Company met with the NRC staff to discuss Revision 7 to the Emergency Plan for Susquehanna Steam Electric Station, Units 1

and 2.

A list of attendees is provided in Attachment 1

Two changes in Revision 7 to the Emergency Plan for Susquehanna Steam Electric

Station, Units 1

and 2, were discussed.

These changes were:

(1) The EOF Support Manager will no longer assume the function of overall emergency management from the Technical Support Manager.

This function would transfer directly to the Recovery, Manager in 2-3 hours, and (2) If the backup EOF is needed all EOF functions-would be transferred to the backup EOF with the exception of the technical support which would be transferred to PP&L corporate offices in Allentown, Pennsylvania.

The NRC staff had no specific concern with the second discussion item since the technical support function is not a

NRC requirement.

Therefore, transfer of this function to Allentown, Pennsylvania was acceptable to the NRC staff.

With regard to the first discussion

item, PP&L was concerned with frequent turnover of responsibilities during an emergency.

The staff requested PP&L to further clarify this change in a formal submittal.

A copy of the chart used by PPEL during the discussion is provided as Attachment 2.
