SAFETY EVALUATION At<EN

-14 SUSQUE ON, UNIT 1 C
Introduction The licensee in a letter dated October 19, 1982 (PLA-1351), proposed a change to the Technical Specifications of the operating license for Susquehanna Steam Electric Station, Unit 1 which is as follows:
In Technical Specification 3.7.6.2, add Fire Zone 1-28 and delete Fire Zone 1-6A from the listing of areas where spray and sprinkler systems shall be operable.
Evaluation In Techni'cal Specification 3.7.6.2, the licensee requested a change in Item 1 from "Fire Zone 1-6A" to read "Fire Zone 1-28."
The proposed change would delete Fire Zone 1-6A from the list of areas where sprinkler systems are required to be operable and adds Fire Zone 1-28 to the same list.
!n a letter dated January ll, 1983, PP8L provided additional information in support of the proposed technical specification change.
The licensee stated in the letter that the error in the technical specification was a result of misinterpreting the Fire Zone corresponding to the installed sprinkler systems.
The Susquehanna Fire Protection Design Report, Revision 1, indicates that Fire Zone 1-6A is an access area that contains no equipment essential for the safe shutdown of Unit 1.
Fire Zone 1-28 does contain equipment essential to safe shutdown of Unit 1.
Contrary to what is shown in the Fire Protection Design Report, Revision 1, Fire Zone 1-6A has no installed sprinkler system and Fire Zone 1-28 has a preaction sprinkler system installed.
Since no equipment essential for safe shutdown of Unit 1 is contained in Fire Zone 1-6A, an automatic sprinkler system is not required in that zone.
The current configuration of sprinkler systems for Fire Zones 1-6A and 1-28 is reflected in Revision 2
to the Susquehanna Fire Protection Design Report which is under staff review.
The staff has reviewed the licensee' request for change to Technical Specification 3.7.6.2 and finds the change acceptable on the basis that no equipment essential to safe shutdown of Unit 1 is contained in Fire Zone 1-6A and equipment located in Fire Zone 1-28 essential to safe shutdown should be protected by operable spray and sprinkler systems and covered by the Limiting Condition for Operation of Technical Specification 3.7.6.2.
Environmental Consideration Me have determined that this amendment does not authori ze a change in effluent types or total amount nor an increase in power level and will not result in any significant environmental impact., Having made this determination, we have

Conclusion We have concluded, based on the considerations discussed above, that:
(1) because the amendment does not involve a signi,ficant increase in the probability or consequences of accidents previously considered, does not create the possibility of an accident of a type different from any evaluated previously, and does not involve a significant decrease in a safety margin, the amendment does not involve a significant hazards consideration, (2) there is reasonable assurance that the health and safety of the public will not be endangered.,by operation in the proposed
- manner, and (3) such activities still be'onducted in compliance v(ith the Commission's regulations and the issuance of this amendment v>ill not be inimical to the common defense and security or to the health and safety of the public.
