Dear Mr. Schwencer:
The purpose of this letter is to propose a change to Appendix A of License No. NPF-14, the Susquehanna SES Unit One Technical Specifications.
The proposed change is provided as Attachment A (4 pages) to this letter.
The intent of the change is to revise Table 3.8.4.1-1 to include more conservative Type 2 molded case circuit breaker settings, to add previously omitted Type 3 molded case circuit breakers, and to correct several typographical errors in the table.
Although the existing Type 2 trip setpoints provide adequate protection for penetration conductors (as do the revised trip setpoints),
Pennsylvania Power
& Light Company (PP&L) has adopted a more conservative trip setpoint criteria.
This new criteria did not result from any ongoing safety concern; it has been an internal commitment for some time that has just recently been completed.
The new settings in some cases have created the need for larger frame ratings, as indicated.
Other changes are corrections of typographical errors and the addition. of two previously omitted Type 3 breakers.
Due to operational constraints associated with resetting 36 circuit breakers, and the lack of any safety concern associated with these
- changes, PP&L requests 90 days from the date of approval by the staff to have these changes in place.
