On July 22, 1982, the ASLAB for Susquehanna was initially notified with regard to allegations having been received concerning the Susquehanna Steam Electric Station for ignoring stress intensification factors and the reconciliation of nozzle loads as part of the piping analysis procedures and with respect to maintenance of welder qualiffcatfons and associated records.
In the review conducted under the Regional Administrator, Region I, the allegation concerning maintenance of welder qualifications and associated records was found to be unsubstantiated and is therefore considered closed.
With regard to the allegation concerning ignoring stress fntensification factors and the reconciliation of nozzle loads as part of the piping analys1s procedures, the Regional staff conducted an investigation of these allegations on July 14, 15, 16, 1982.
On July 16, 1982 Region I established that these allegations
'ere valid.
Representatives of PPBL met with the Regional staff on July 28, to address these concerns.
On July 30, representatives of PP8L met with the Regional staff and presented to the staff an action plan for addressing the, specific issues of the allegation and evaluation of the design intent of the
'mall bore piping program as a whole.
The Susquehanna license fs conditioned
'o require resolution of the specific issues prior to initial criticality.
Additional board notifications will be issued as more information becomes available.
