BOARD NOTIFICATION - AIR PRESSURE LOADS OH THE DRYMELL-hlETMELL VACUUH BREAKERS DURING POOL SHELL FOLLOWIHG A POSTULATED LOCA (Board Notification 82-55)

'n accordance with present HRC procedures regarding Board Notifications, the enclosed material is provided to the Commission for information.

This material is applicable to the Susquehanna Steam Electric Station which is presently before the Commission.

This information is generic and may have applicability to all dockets with boiling water reactors having either

a. Hark I or Mark II type containment.

Due to the larger volumes in the IIark III containments, we do not anticipate this matter will affect these facilities.

Basically, the safest -related components involved are the drywell to wetwell vacuum breakers which can be subject to an air-clearing load resulting from a pool swell following a postulated loss-of-coolant accident.

Various components of the vacuum breaker potentially can be overstressed by an impact load whose magnitudes are shown on Attachment 1 for seven Mark II facilities.

Of these

seven, four including Susquehanna have Anderson-Greenwood (AGCO) vacuum breakers whose present design might be overstressed at an impact circular velocity of

'bout 10 radians/second.

Enclosure 2 shows a configuration typical of the AGCO vacuum breaker valves.

In discussions with the Susquehanna applicant prior to licensing, the staff was informed that the results from certain tests and analyses satisfactorily demonstrate operability of these vacuum breakers when subjected to pool dynamic loads.

This matter will be considered resolved on receipt of the documentation

The staff under-stands the documentation will be filed by about August 15, 1982.

In the interim, the staff concluded that operation of Susquehanna, Unit 1 at power level up to 5% rated power would not lead to undue risk to the health and safety of the public pending resolution as discussed above.
