This letter is in response to the concerns expressed in your'etter of February S, 1982 regarding questionable construction practices or existing defects at the Susquehanna Steam Elec ric Station.

You also requested that Mr. Q. Rhoads, the NRC Resident Inspector and addressee of your letter, investigate two specific concerns.

As discussed with you, more detailed iriformation is necessary in order for us to conduct a meaningful investigation. 'pecifically, we understand that you will try to provide further information to address the following items:

Relative to the reactor vessel

head, more specific informa ion is needed as to when the head was believed to be improperly installed, the nature of the damage, identification of any related documents or of persons with knowledge of the circumstances, and whether one or both plants are involved, and which plant (Unit 01 or Unit P2), if one fs'nvolved.

Relativ~ to the large defective concre e pipe, more specific information is needed as to the location and purpose of he suspected pipe, the unit(s) involved, when he defects were found, and identification of any r'elated documents and persons with knowledge of the circumstances.

The Resident Inspector has.been directed to continue his inspection program activities, to be aware of'our concerns, and to consider them in his efforts.

However, we are unable to conduct a meaningful formal investigation at this time based on the limited rla ure of the available information.

For example, the following information is being provided to you with the intent of giving some perspective regarding the situation:

The Unit 1 reactor vessel head is off at this time. If the socuring bolts had been bent, as you indicated in your letter, the previous insta11ation on the vessel and subsequent removal would not have been feasible.

Furthermore, reactor vessel heads are periodically installed and removed; our inspection program includes such evolutions and includes measures to assure that the heads are properly secured.

Therefore, we are interested in obtaining more specific information on improper installation practices and related damage.

It appears that you have been misinformed regarding the purpose of, large, concrete pipe.

Vateriwh<ch is circulated through the reactor coolant'ystem is not carried.from the reactor to the cooling tower, The cooling tower is associated with a circulating water system which is not safety-related.

Nonetheless; any specific information 'on faulty construction of any cooling water system would be appreciated.

. It would facilitate our inspection and investigation efforts if the persons who informed you of their concerns either communicated with us directly, or provide more specific and accurate information regarding these matters.

Our,inspection, findings are routinely documented on a monthly basis and are placed in the public record.

Separate'investigation reports are also prepared and made'ublic when formal investigations are conducted..

I am one of the coordinators of the Susquehanna Environ-mental Advocates.

We have received reports from people currently or formerly employed at the SSES concerning questionable con-struction practices or existing defects at the plant.

We have been and are very concerned about the safety of the plant.

I am writing to ask you to investigate two of the reports we have received and to make your findings public.

We were informed that the reactor vessel head or cap was improperly installed.

Specifically, it was not placed in exactly the right positi.on, bolts were bent and that the equip-ment should have been replaced but, because of'he time and expense'nvolved, it has not been.

Secondly, we were inf'ormed that a large concrete pipe, built to carry water from the reactor to the cooling tower, had very large holes in it after the concrete pouring forms were removed, and that these holes were merely patched.

The reactor vessel is a critical piece of safety-related equipment. Ifit was improperly built or assembled, we think the people of this area should be told and the uti.lity should do the job right.
