Dear Mr. Cosgrove:

The NRC currently has pending before it an application from the Pennsylvania Power.and Light Company and Allegheny Electric Cooperative, Inc. for an

'perating license for the Susquehanna Steam Electric Station, Units 1'and 2, located near Berwick, Pennsylvania.

Pursuant to a notice of opportunity for hearing published in the Federal Re ister of August 9, 1978, a number of requests for hearing and petitions for leave to intervene were filed in the proceeding.

Three organizations, Environmental Coalition an Nuclear Power (ECNP), Susquehanna Environmental Advocates (SEA), and Citizens Against Nuclear Dangers (CAND), were admitted as par ties and requests for hearings were granted.

Additionally, Colleen Marsh et al.

was admitted as a par ty.

Under our current projections, we anticipate tTtat the NRC hearing on the operating license application will commence in October,,1981.

The purpose of this letter is to inform you of those offsite emergency planning related issues that have been raised in the proceeding and of the projected hearing schedule for the proceeding, so that FEMA's review and evaluation and preparation for hearing in those areas of FEMA responsibility (offsite emergency planning) may be undertaken promptly.

One contention on emergency planning and response has been admitted as an

'ssue in the proceeding.

Addittonally, SEA has proposed and Applicants have supported the admission of another contention on emergency planning.

These contentions, which are enclosed, each raise issues related to offsite emergency preparedness and are, thus, within the areas'f FEMA's responsibility.

The NRC Staff will seek to have FEMA prepare written',

testimony on the offsite planning aspects of these contentions and provide' g

In keeping with an October, 1981 hearing date, the FENA review of offsite plans should be completed by August 17, 1981.

Draft testimony should be prepared by August 17, 1981 and final testimony should be prepared by September 1, 1981.

In the inteeest of getting FENA's Susquehanna review underway expeditiously, I suggest that we arrange a meeting involving the NRC Staff's Susquehanna project manager and emergency planning personnel and those FEMA personnel who will be involved in the FEMA evaluation for Susquehanna.

At such a

meeting, the NRC Staff will provide its projected detailed schedule for the Susquehanna emergency planning review and its views as to the needed supporting reviews and evaluations from FEMA.
