'OTICE 'OF 'IOLATION Pennsylvania Power and Light Company Docket No. 50-387 Based on the results of an NRC inspection during the period June 30 - August 1, 1980, it appears that one of your activities was not conducted in compliance with your.NRC Facility License No.
CPPR-101 as indicated below.
10 CFR 50, Appendix B, Criterion XI, states, in part, "a test program shall be established to assure that all testing required to demonstrate that structures,
- systems, and components will perform satisfactorily in service is identified and performed in accordance with written test procedures which incorporate the requirements and acceptance limits contained in applicable design documents."
FSAR Section 14.2. 12. 1, (P64. 1) Reactor Recirculation System Preoperational
- Test, states, in part:
"The system is tested by individual and integrated operation of M-G sets,
- pumps, and valves.
Performance of the M-G sets, recirculation
- pumps, and jet pumps are determined to the extent possible during this test."
FSAR Section 14.2.3.2, states, in part: "For the Preoperational Test Program test procedures the Test Review Board, under the direction of the TRB Chairman, is responsible for:
Verifying procedure conformance with the FSAR,..."
Plant Administrative Procedure AD-00-002, Section 5.2.1.2, states, in part:
"The TRB members are responsible for.'..
Review of preoperational/acceptance test procedures for attributes such as:
That they comply with FSAR, Environmental Technical Specifications, and Technical Specifications."
Contrary to the above, as of August 1, 1980 Reactor Recirculation System Pre-operational Test P64. 1 had been approved without conformance to the FSAR in that testing of the integrated operation of the recirculation system motor-generator sets, recirculation pumps, jet pumps, and valves was not included.
This item is a deficiency.
