Dear Mr. Nolan:

This is a final followup to my letter to you dated January 23, 1980 regarding allegations made by a former welder trainee, Mr. Robert Wilson, of Freeland, Pennsylvania.

The allegations addressed activities associated with the construction of the Susquehanna Nuclear Power Plant currently under construc-tion at Berwick, Pennsylvania.

Two attempts to obtain information from Mr. Wilson were made by the NRC staff to gain specific details related to his concerns.

The two enclosures document the results on those two attempts.

In both instances, Hr. Wilson refused to provide any specific information regarding his allegations of deficiencies in underground piping and the acceptance of unqualified individuals as welders.

Additionally, the NRC senior resident inspector at the Susquehanna site determined from the-constructor, Bechtel Corporation, that Mr. Wilson was never employed at the site.

He had applied for employment in the summer of 1977 but failed to pass the required welder qualification test.

Since Mr. Wilson has not provided the NRC with any type oT specific information, nor indicated a willingness to do so, we are unable to pursue the allegations further.

We therefore plan no further action at this time and consider the matter closed.
