Dear Mr. Grier:
This letter serves to confirm information provided by telephone to NRC Inspector Mr. J. Durr by Mr. A. R. Sabol of PPGL on June 17'980 'uring that conversation, Mr. Durr was advised that the subject condition was under evaluation for reportability under the provisions of 10 CFR 50.55(e).
The deficiency consists of cracks in the four radii at the yoke mounting flange/yoke vertical section interface on Anchor-Darling valves in the Residual Heat Removal system of Unit 1 SSES (see Attachment).
This condition was originally documented by Bechtel NCR 5980 and has subsequently been made the subject of MCAR 1-59.
The potential for concurrent failure of the yokes on several valves in redundant, safety related trains of the RHR system consitutes a failure mode whereby all RHR functions could be simultaneously lost.
Had this deficiency remained uncorrected it could have affected, adversely, the safe operation of the plant, and it is therefore deemed reportable under 10 CFR 50.55(e).
Since the details of this report provide information relevant to the reporting requirements of 10 CFR 21, this correspondence is considered to also discharge any formal responsibility ppaL may have for reporting in compliance thereto.
We will advise the Commission of a date by which we expect to issue a final report after futher review of the deficiency is completed.
