The Honorable Joseph N. NcDade On September 27, 1979, letters were sent to all pending operating license applicants, including the Pennsylvania Power 8 Light Company setting forth further requirements established to date as a result of these efforts.
l<e indicated that additional requirements would likely be developed.
=In addition to the above requirements, Comoission review of the results of other investigations, including the Presidential Commission'nd the HRC's Special Inquiry Group, can be expected to lead to additional requirements.
for use in licensing reviews of new plants.
l/e are in the final stages of development of an Action Plan for Commission revieui and approval implementing recommendations of the President's Commission and other studies resulting from the THI-2 accident.
This Action Plan will include new or improved safety objectives, the detailed criteria for their implementation and the
-various implementation deadlines.
As indicated in the Policy Statement on the THI-2 accident issued by the Commission on October 4, 1979, no nevi licenses for nuclear power reactors will be authorized by Atomic Safety and Licensing Boards or issued by the HRC staff, except after further order of the Commission itself.
In addition, until the Commission has completed the reviews necessary to ensure that operating reactors are adequately responding'o the lessons learned from the TNI-2 accident, only limited resources will be available for reviews associated with issuing new operating licenses.
Currently, the HRC staff is evaluating available resources in order to
-'re-establish schedules for the review of all applications which have been docketed.
This would of course include the Susquehanna Steam Electric Station.
Additional personnel are being hired by the HRC and contracts have been placed viith several of the National Laboratories to make personnel at those locations available to the HRG.
With regard to the applicant's fuel load schedule, we met with personnel from the Pennsylvania Power 8 Light Company on January 29, 1980, to discuss the Susquehanna construction schedule.
The last staff's Caseload Forecast, Panel assessment was in May 1979 and resulted in a projected,fueI load date of March 1981.
The Caseload Forecast Panel will visit,the site in Harch 1980 to reassess the Pennsylvania Power 8 Light Company construction schedule.

The applicant pointed out that their dates are optimistic and do not include TNI changes.
