Dear Mr. Lewis:

Your letter of August 29, 1979, to me said that "the TV states that licensing for Berwlck has been approved" and asks for an explanation.

You presumably are referring to the Susquehanna Steam Electric Station

'near Berwlck, Pennsylvania.

The Draft Environmental Statement related to operation of that plant'was published In June 1979.

The Final Environmental Statement and hearings before the Atomic Sa'fety and Licensing Board are not expected until sometime next year.

This of course means that an operating license has not been issued and is not imnl nen t.

The Commission has requested that it be consulted prior to the issuance of all new licenses so tPat Conmissioner views and the status of the report of the President's Corenission on the Accident at Three Mlle Island can -be taken Into account.

The Commission has also requested that the staff forward to al I con-struction-permit and operating-license applicants for planning and guidance purposes the I 1st of items related to the Th'roe Mlle Island, accident from the Lessons Learned Task Force and In various NRC Bulletins and Orders, advlslng the applicants that the list is not complete and will be updated as new information becomes available.

The Commission has stated that the staff should contine to review on an on-going basis those areas not related to the Three Mile Island accident.,The Comiss ion is still considering the question of how current I icensing proceedings should be handled.

As a practical matter, some time will be required before licensing activities and proceedings can be completed on pending cases and before any licensing decision can be made.

In any event, we assure you that every effort ls being made to ensure the contihued protection of the public health and safety at all nuclear p'lant at a'e currently operating or that may begin operation in the futu S ince rely, I Ir III6,
