'NOTICE OF VIOLATION Pennsylvania Power and Light Company Docket No. 50-387 This refers to the inspection conducted by a representative of the Region I (Philadelphia) office at the Susquehanna Steam Electric Station, Berwick, Pennsy'lvania, of activities authorized by NRC License No.
CPPR-101.
During this inspection conducted on January 2 - February 2, 1979, the following apparent item of noncompliance was identified.
This item is an infraction.
10 CFR 50,- Appendix B, Criterion V, states, in part:
"Activities affecting quality
. shall be accomplished in accordance with these instruc-tions, procedures or drawings The Susquehanna PSAR Section D.2.5 states, in part:
"Activities affecting

quality will be prescribed by documented instructions, procedures or drawings appropriate to the circumstances."
General Electric Specification 22A4202 "Reac'tor Assembly, Melding,
- Cleaning, Examination and Storage" Section 11.5.1.1
- states, in part, "All arc strikes shall be completely 'removed by grinding as determined by etching with an ammonium persulfate solution and by penetrant and visual examination to prevent unnecessary removal of base metal.
Etching shall be performed after each 0.020 inch (approximate) depth of grind."
Contrary to the above, as of January 31, 1979, grinding of an arc strike on Reactor Vessel Nozzle N3A had been completed without etching with an ammonium persulfate solution.
