This letter confirms the telephone conversation on November 21, 1978 between Mr. R.
M. Gallo of this office and Ms. Carol Camoni of your staff.
The Luzerne County Commissioners are invited to a meeting with representatives of the U. S. Nuclear Regulatory Commission (NRC).
The meeting will be held at 7:30 p.m.,
November 28, 1978 in the Berwick Area High Senior High School, 1100 Fowler Avenue, Berwick, Pennsylvania.
Other officials who have been invited to attend include the Berwick Borough Council and the Salem Township Supervisors.
The purposes of the meeting are to acquaint you with the mission of the NRC,t i

ORDER SCHEDULING SPECIAL PREHEARING CONFERENCE The special prehearing conference provided for in the Atomic Safety and Licensing Board's Memorandum and Order of October 26, 1978, will commence at 2:30 p.m., local time, on Monday, January 29,-1979 (and will continue on January 30 and, if necessary, January
- 31) in Courtroom No.
2, Federal Building and United States Courthouse, 197 South Main Street, Wilkes-Barre, Pennsylvania 18701.
In accordance with the provisions of 10 CFR 52.75la, and to the extent: consistent with the nature of an operating license proceeding (see 10 CFR
$ 2 760a),
the conference will be'held to:
(1)
Consider all intervention petitions to allow the Board to make such pre-liminary or final determinations as
to the parties to the proceeding, as may be appropriate; (2)
Permit identification of the key issues in the proceeding; (3)
Take any steps necessary for further identification of the issues; and (4)
Establish a schedule for further actions in the proceeding.
As further provided in the October 26, 1978 Memorandum and Order; those who have filed petitions for leave to intervene may amend or supplement their petitions by no later than Monday, January 15, 1979.
The Applicants and hRC Staff are invited to respond to any such supplements.
The responses must be in our hands by Friday, January 26, 1979.
As permitted by 10 CFR (2.715(a),
and to the extent that-time is available, the Board will hear oral limited appearance statements.
It is our present intention to hear any such statements on Tuesday morning, January 30, 1979, beginning at 9 a.m.

The NRC is currently performing a staff, review of the Final Safety Analysis Report on the Pennsylvania Power and Light Co. Susquehanna Steam Electric Station (gnfts 1 and 2).
The NRC Office of State Programs has been requested by the HRC Office of nuclear Reactor Regulation to verify and supplement certain off-site emergency planning fnfomatfon contained in the Final Safety Analysis Report (FSAR) for the Susquehanna Steam E'lectrfc Station Units 1 and 2.
If would be helpful to us ifyour Department as lead agency for radio-logfcal emergency response planning and preparedness in Pennsylvania would review and respond to the enclosed questions.
It wou1d be tfnaly ff we could receive your response not later than January 15, 1979.

Pennsylvania State Council of Civil Defense, Harrisburg Pennsylvania Department of Environmental Resources, Bureau of Radiol ogi cal Health, Harr isburg Luzerne County Civil Defense, Wilkes-Barre Pennsylvania State Police - Troop P, Wyoming The applicant has made reference to the following documents:

Department of Environmental Resources, Bureau of Radiological Health Plan for Nuclear Power Generating Station Incidents, dated September 1977.
2.
Annex E to the PA Disaster Operations Plan, entitled "Nuclear Incidents (Fixed Facility)" undated.
3.
Luzerne County Office of Civil Defense, Luzerne Facility Emergency
Response
- Plan, undated.
In order to verify and supplement the FSAR information, we request the following:
l.
Verify the above named agencies and identify any additional State and local agencies that may have a radiological emergency response role in the environs of the Susquehanna Station.
2.
Characterize the resources for each agency i dentified above, including manpower and equipment, which would be available for coping with potential emergencies associated with the Susquehanna Station.
3.
Identify the emergency response experience of State or local agency personnel (radiological or significant non-radiological within the past three years.
- 4. 'lease verify the above listed plans and advise us as to any others which may be part of the radiological emergency response planning material for the State and local governments.
