5 Control Room / In-Plant System JPM Outline (12/15/2016)
Comment Resolution General comment-it is better to start with 5 Alt path JPMs in case one gets thrown out or is not really alt path during validation. Your call for now since we are at outline stages. Four is the absolute minimum to meet the standard which is what you have.
New Chief Examiner assigned 1/24/17. All outline comments resolved via revisions to the draft operating test submittal.

7 For JPM S7 this is not an E category JPM since it is not in-plant JPM. The tables are also wrong because of this and will need updating.

Simulator Scenario Outline Comments (12/15/2016)
Comment Resolution 1
- 1. Event 5 is a Major since the reactor trip is an ATWT.
- 2. Probably need an ATC bean before the majors on this one to balance the scenario.
- 3. Every scenario needs a CT table added (see example at end of this table).
New Chief Examiner assigned 1/24/17. All outline comments resolved via revisions to the draft operating test submittal.
2
- 1. Every scenario needs a CT table added (see example at end of this table).
- 2. Split event 8 into two line items since you malfunctions.
New Chief Examiner assigned 1/24/17. All outline comments resolved via revisions to the draft operating test submittal.
3
- 1. Split event 7 into two line items since you malfunctions.
- 2. Every scenario needs a CT table added (see example at end of this table).

4
- 1. I think that you need to split out event 5 to several lines for clarity.
Event 5 is an RCS leak with failure of auto start of Charging pump A. Then event 6 would be that the leaks grows to a LOCA, which is a Major. The next event is a malfunction after EOP entry and this would be event 7 (CS-125B). Event 8 would be the second Major (MSLB) and event 9 is the second malfunction after EOP entry, currently listed as event 7 (the CS-125A valve).
- 2. Every scenario needs a CT table added (see example at end of this table).
New Chief Examiner assigned 1/24/17. All outline comments resolved via revisions to the draft operating test submittal.
OBDI 202 - IOLE Process Rev 1 You need to have a Critical Task list table (see example below from RB). It contains each CT and its basis as well as the footnote for post-scenario CTs.
Critical Task Number Description Basis 1
Per EOP-3, close one RWCU isolation valve (G33-MOV-1 OR G33-MOV-4) after failure to close on group 15 isolation before completion of step 5.9 of AOP-3 (EOP-3, SC-4)
Per EOP basis, An area temperature above its maximum normal operating level is an indication that steam from a primary system may be discharging into the secondary containment. As temperatures continue to increase, the continued operability of equipment needed to carry out EOP actions may be compromised.
High area temperatures also present a danger to personnel, a consideration of significance since access to the secondary containment may be required by actions specified in the EOPs.
(EPSTG*0002, B-9-3) 2 Restore HPCS injection prior to Emergency Depressurization (EOP-1, ALC-8).
Per EOP basis, Submergence is the preferred method for cooling the core. The core is adequately cooled by submergence when it can be determined that RPV water level is at or above the top of the active fuel. All fuel nodes are then assumed to be covered with water and heat is removed by boiling heat transfer.
(EPSTG*0002, B-3-1)
OBDI 202 - IOLE Process Rev 1 Critical Task (As defined in NUREG 1021 Appendix D)
- Per NUREG-1021, Appendix D, If an operator or the crew significantly deviates from or fails to follow procedures that affect the maintenance of basic safety functions, those actions may form the basis of a CT identified in the post-scenario review.
