Browns Ferry Nuclear Plant - Site Emergency Plan Implementing Procedure Revisions In accordance with the requirements of Title 10 of the Code of Federal Regulations (10 CFR) 50.54(q) , 10 CFR 50, Appendix E, and 10 CFR 72.44(f) , the Tennessee Valley Authority (TVA) is submitting a description of changes to the Browns Ferry Nuclear Plant (BFN) Radiological Emergency Plan (REP). The affected documents are the BFN Emergency Plan Implementing Procedures (EPIPs) named below.

U.S. Nuclear Regulatory Commission Page 2 May 10, 2017 Description of Changes and Summary of Analysis EPIP-3, Revision 40, and EPIP-4, Revision 39, was revised to incorporate several editorial/typographical changes throughout the procedures. The revision removed the second sentence in the second paragraph of section 1.1(Classifications upgrades made following the Technical Support (TSC) becoming operational are accomplished from Appendix G of the procedure) . This instruction is not needed because it is found in step 3.0[1 ]. This change removed the redundancy of having two steps give the same instruction.

EPIP-5, Revision 52 , was revised to incorporate several editorial/typographical changes throughout the procedure. The revision removed "Activate the Emergency Response Facilities" from the Public Address announcement in Appendix G. The revision changed several steps in Appendix B to prevent an unnecessary activation of TVA Enterprise Emergency Notification System (TEENS) .

The Notification of the NRC table in Appendix C was changed to improve the usability of the table in the event of an emergency that affects multiple units at the site. Lastly, a change was made to how time requirements for notifying the State of Alabama/Risk Counties are detailed.

EPIP-12 , Revision 19, was revised to incorporate several editorial/typographical changes throughout the procedure. This revision changed the format of Attachment 8, "Agreement Hospital Cabinet Inventory. " The majority of the supplies in the cabinet are currently found inside labeled containers that are stored inside the cabinet at each agreement hospital. This change will streamline the process of verifying the inventory in the cabinet. Several inventory checks , that are now obsolete, were removed from applicable attachments. Signature lines were added to Attachments 10 and 16. This change provides a method for documenting completion of the inventory that more accurately reflects who was responsible for completion of the checks contained in the inventory. Lastly, this revision replaced "10 CFR 50 Appendix R" with "major fire event" in accordance with NFPA-805 requirements in the caution box in Attachment 15.

These changes were evaluated in accordance with 10 CFR 50.54(q)(3). It was determined that the changes did not reduce the effectiveness of the BFN REP , and the BFN REP, as revised ,

continues to meet the requirements of 10 CFR 50, Appendix E and the planning standards of 10 CFR 50.47(b) .
