Dear Sir or Madam:

This letter provides notification of a deviation for ABB Ground-Shield ground fault relay, type QKT, style 202L2118-UL.

On February 15, 2017, ABB discovered that the GKT relay model, 202L series, did not meet seismic qualification test specifications. This was identified during an engineering evaluation of the effect of a change in material.

Seismic qualification testing was performed for the ABB Ground-Shield ground fault relays, types GKC and GKT on May 25, 1988. Seismic qualification was based on a test series performed using the GKT model, 202L series. Qualification was not successful due to test switch circuitry, which includes a normally closed contact, creating an unwanted operation during seismic testing. This test swltch exists only in the GKT relay - thus only the GKC relay model, 202R series passed at a Zero Period Acceleration (ZPA) of 6.0g. All additional GKC and GKT qualification testing was completed satisfactorily.

The GKC and GKT relays have both adjustable pickup current and time delay settings and are

  • designed for use as a system with a type GS Sensor, to provide time-current coordinated ground fault protection.

Our investigation determined that ABB failed to take action to prevent the availability of GKT relays for Class IE application. ABB sales literature incorrectly identifies the availability of GKT relays for Class lE application.

Records show a total cif 12 GKT relays, style 202L2118-UL, serial numbers 74437 thru 74448, were provided to ABB Switchgear Division on September 30, 1993. End user is Wisconsin Electric Power (Nextera Energy) for use at the Point Beach Nuclear Plant.

ABB does not have the capability to perform the evaluation to determine if a defect exists, thus we are notifying the purchasers or affected licensees of this determination so that they may evaluate the deviation, pursuant to 10 C.F.R. 21.21(b).

ABB recommends that the affected licensee evaluate their specific application and determine whether the deviation described in this notice affects their design basis. If it is determined that it does, the licensee should contact ABB to determine appropriate corrective action.

  • ABB sales literature has been revised to remove the availability of GKT relays for Class IE Applications.
  • ABB performed an extent of condition evaluation to determine if this situation existed in other Solid State lE relays. No other similar situation was found.
  • Current ABB Contract Review procedures include verification of 1E qualification to the ordered style number.
