[External_Sender] Consultation with US Fish and Wildlife Service re. Maine Yankee

Dear Mr. Baum:

We are in receipt of your September 26, 2016 letter seeking consultation with the Maine Field Office, U. S. Fish and Wildlife Service concerning the Yankee Atomic Electric Company decommissioning funding plan (DFP). We attempted to use the NRC ADAMS system to access the plan, but were unable to do so.

If, as described in your letter, the DFP solely describes funding and does not authorize or result in changes to operations or maintenance activities or changes in effluents or creation of solid waste, and furthermore does not authorize any construction, facility modification, or any other land-disturbing activity or decontamination or decommissioning activity, then the Nuclear Regulatory Commission (NRC) is correct in its determination that the proposed federal action (the funding plan) will not affect listed species or critical habitats.

If and when any of these activities (other than funding) are planned, then it would be appropriate for the NRC to consult with the U. S. Fish and Wildlife Service (USFWS) if listed species are present. The Maine Field Office, USFWS, website should consulted to develop a list of species that may be present within the action area of planned decommissioning activities. The website is: https://www.fws.gov/mainefieldoffice/Project%20reviews.html My contact information is at the end of this email. Please feel free to contact me if you have additional questions.

Sincerely, Mark McCollough PLEASE NOTE THAT OUR OFFICE ADDRESS AND PHONE HAVE CHANGED!!!!
