Bosnak; Chief Mechanical Engineering Branch Division of Engineering DIABLO CANYON UNIT 2 AUDIT AT PGE/BECHTEL OFFICES SAN FRANCISCO, CA, NOVEMBER 26-30, 1984 The NRC Diablo Canyon 2 Review Group (DC. 2 RG) personnel and consultants shown on Attachment 0'1 visited the PGE/Bechtel offices on November 26-30, 1984 to continue the audit of the Diablo Canyon Unit 2 pipe and pipe support design commenced during the week of October 22-26, 1984 (Refer to memo dated 10/29/84).
Certain members of the DC 2 RG who are also members of the Piping and Support Configuration Team (PSCT) and the undersigned participated in discussion related to the completion of open issues resulting from the Nov. 13-16 site audit by PSCT.
The outcome of this effort is summarized below in item (1).
In an exit meeting, scheduled on November 29, 1984 so that certain RG members could participate in a Region V meeting with Arizona Public Service and Bechtel
~ on the Palo Verde plant on November 30, the progress of the various RG team's audits was discussed.
Pertinent items covered are the following:

As a result of the Nov. 13-16 site visit, PGE is to,prepare a report covering the open issues addressed in the PSCT report of November 21, 1984.
The preliminary i-factors furnished by PGE on 11/29/84 were incorrect and additional review by PGE was requested.
It was stressed that the i-factors for run moments were requested.
Follow-up communication to E.
Rodabaugh is to be expected to discuss the preliminary submission.

PGE's Internal Review Program (IRP) was further discussed by. the IRP team.
It was noted that a final report on IRP by PGE is due soon to indicate program completion and.to revise the status of "in-progress" entries currently appearing in IRP listings.
A review'of the report by IRPT is anticipated to result in closure.

PGE's allegation review program (ARP) was discussed in view of the continuing number of allegations being received.
In a revision to be submitted within one week PGE agreed to elaborate the treatment to be made of allegations received after the issuance of Supplement 26.

James P. Knight sentence in the PGE letter of 11/2/84 DCL 84-345 which states that "all
~remaining allegations will be addressed and processed through the program" requires a more detailed explanation of how this will be accomplished.
Figure 1 in the Attachment requires revision if allegations other than those from the SER Supplements listed are to be included.
b) The confidential interview with an alleger on 11/27/84 was mentioned only to advise PGE that the NRC would act after it had reviewed the transcribed record of 'the meeting.
c) The topic of supports for fire protection systems as mentioned in the GAP letter of November 1, 1984 was briefly discussed.
PGE was advised there would be follow-up after discussion of the involved NFPA standards (bilateral and axial'upport requirements of NFPA vs. seismic requirements'here appropriate) with our Chemical Engineering Branch (V. Benaroya, W. Johnston).

. Current status of the DC 2 'RG Audit.
The teams have reviewed 26 piping systems and 63 supports as follows:
Bechtel SF - 13 piping systems and 26 supports; Bechtel GPD - 10 piping systems and 15 supports; W-3 piping systems and 22 supports including an anchor and a gang support.
It was noted that approximately 50% of the calculation packages
.have reached Phase III status at this audit - DCRG indicated a need to return for completion of the audit when the Phase III level of package completion stands at 85-90%.
.A site visit was also to be anticipated and work on-allegations may also be necessary.
The week of January 7, 1985 was tentatively selected for the San Francisco work with a possible site visit to be scheduled during the same week.
The questions raised by the'udit are being answered as work proceeds with one major 'exception.
The Westinghouse response to guestion 1
(NRC letter to PGE, 11/14/84) which arose from our October 22 audit could not be accepted universally for all baseplates.
It was noted that. the W Code PIPSAN includes a routine, NUPLATE, for addressing the flexibilityof baseplates
( IEB 79-02). which may give unconservative results when used beyond certain specified conditions.
This conclusion results from finite element analyses comparisons performed by W.
The type and magnitude of the load, interaction ratio, bolt configuration all influence the results.
Consequently, we requested that
- PGE, as discussed in guestion fl, letter of 11/14/84, perform a review of each baseplate and indicate those cases in which NUPLATE produces acceptable results together with proper justifi-
'ation, and those cases in which it does not.
Acceptance criteria should be compatible with that used in non'W analyzed baseplates.
There are 266 W
James P..Knight V baseplates involved and approximately one-half appear to be acceptable because of configuration or interaction ratio.
