August 21, 1980 ORDER RELATIVE TO GOVERNOR BROWN'S REQUEST FOR CLARIFICATION OF THE BOARD'S ORDER OF AUGUST 15 CONCERNING LOW PG 'R TESTING

'n August 18,

1980, Governor Brown requested clarification of the Board's order of August 15 for additional filings from the parties in this matter.

While we are of the opinion our order was the model of clarity, we will restate our direction to the parties.

First, our order did not contain a "ruling".

Requesting additional filings from the parties establishes the opposite conclusion.

Secondly, if any party has determined that its position remains unchanged after due consideration of all the parties replies to PG&E's original motion, the Board should be so informed.

We willnot restrict the parties to the question proposed by Q5o4 5
