( The purpose of this letter is to transmit Revision 69 of the Cooper Nuclear Station Emergency Plan (enclosed) in accordance with the provisions of 10 CFR 50.54( q). Revision 69 was made effective on February 28, 2017. The changes made per this revision do not represent a reduction in plan effectiveness.

In addition, as required by 10 CFR 50.54( q)( 5), attached is a summary of the associated 10 CFR 50.54( q) analyses for the changes* to the Emergency Plan. This letter contains no regulatory commitments.
