SUBJECT:

Independent Spent Fuel Storage Installation Radioactive Effluent Release Report for 2016 Pilgrim Nuclear Power Station Docket Nos. 50-293 and 72-1044 Renewed License No. DPR-35 LETTER NUMBER: 2.17.012

Dear Sir or Madam:

Pilgrim Nuclear Power Station (PNPS) utilizes the Holtec International HI-STORM 100 Cask System for the Independent Spent Fuel Storage Installation (ISFSI). Amendment No. 7 to Certificate of Compliance 1014 for the HI-STORM 100 Spent Fuel Storage Casks Section 5.4 requires the submittal of an Annual Radioactive Effluent Release Report. Additionally, Title 10 Code of Federal Regulations 72.44(d)(3) requires the annual submittal of a summary of effluents from the ISFSI. The purpose of this letter is to document radioactive effluent releases for calendar year 2016 from the PNPS ISFSI spent fuel storage casks.

The HI-STORM 100 Cask System does not create any radioactive materials or have any radioactive waste treatment systems. Therefore, specific operating procedures for the control of radioactive effluents are not required. The HI-STORM 100 Cask System is also designed and fabricated with a totally seal-welded pressure vessel such that leakage from the confinement boundary is not considered to be a credible occurrence. Therefore, there were no radionuclides released to the environment in liquid or gaseous effluents from the ISFSI at PNPS during the reporting period of January 1, 2016 to December 31, 2016. Since there were no radioactive effluent releases, there were also no offsite effluent dose consequences.

If you have any questions regarding this information, please contact me at (508) 830-8323.

There are no regulatory commitments contained in this letter.

Sincerely,

~~-P~l Everett P. Perkins, Jr:
