Dear Chairman Svinicki:

We are writing as members of the Vermont Nuclear Decommissioning Citizens Advisory Panel.

Our nineteen member panel was formed by the Vermont Legislature in 2014 in response to Entergy Corporation's announcement that it would close the Vermont Yankee Nuclear Power Station in Vernon, Vermont.

We are formally requesting that the Nuclear Regulatory Commission hold a public meeting in southern Vermont to discuss the proposed sale and license transfer of Entergy Nuclear Vermont Yankee to Northstar Group Services, Inc., and specifically the site-specific decommissioning cost estimate and Post-Shutdown Decommissioning Activities Report (PSDAR) that are expected to be submitted in February and March 2017 as part of this major license amendment request.

The proposed transaction between Entergy and Northstar is the first of its kind. (The request, if approved by the Commission, would result in a demolition company becoming the reactor licensee for Vermont Yankee and taking ownership of Vermont Yankee's spent nuclear fuel.)

We believe it is imperative that the citizens of Vermont and the neighboring states of Massachusetts and New Hampshire be afforded an opportunity to engage locally and directly with the NRC by providing comments in person to representatives from your agency.
