OF FEBRUARY 13, 2017, PUBLIC MEETING WITH THE UNIVERSITY OF MISSOURI-COLUMBIA RESEARCH REACTOR CONCERNING THE PROPOSED EXPERIMENTAL FACILITY TO PRODUCE MOLYBDENUM-99 (CAC NO. A11010)
On February 13, 2017, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of the University of Missouri-Columbia Research Reactor (MURR) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the technical and licensing considerations associated with the proposed experimental facility for producing Molybdenum-99 (Mo-99) using the General Atomics Selective Gas Extraction process at MURR. A portion of this meeting was closed to the public to discuss proprietary information related to the specifics of design and operation of the proposed project. The meeting notice and agenda, dated January 25, 2017, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML17025A057. A list of meeting attendees is provided as an enclosure.
MURR representatives provided an update of information provided at the previous public meeting conducted on June 2, 2016. The licensing approach proposed by MURR indicated that a two-part application would be submitted to the NRC, the first part for the reactor in-pool activities and the second part for the ex-pool activities. MURR indicated that they did not think that a construction permit would be required, there would be no change to MURRs licensed power limit of 10 megawatts, and no change in the status of the current license as a Class 104 (c). MURR provided a basis for each licensing position in their presentation. MURR also provided additional technical details on the target assemblies, target processing, target material, the k-effectives of the target assemblies, and a description and details of the in-pool cooling system for the target assemblies.
In addition, MURR provided responses to the NRC staff letter, dated February 2, 2017 (ADAMS Accession No. ML17024A316), in the public portion of the meeting, and the remainder in the closed (proprietary) session. MURR indicated that they were not expecting any further written response from the NRC regarding its January 17, 2017, letter.
MURR also indicated that they will request further clarification on the applicability of regulations and licensing processes, if needed, via a separate correspondence at a later date.
