[External_Sender] Limerick Flood MSA Question Tekia - As a follow up to the December 8, 2016 NRC Flood MSA Audit review call for Limerick Station, Exelon is providing the following additional information to address the Limerick Flood MSA timeline:

Summary of Limerick FLEX Electrical Strategy Following the load shed, Division 1 station battery lasts approximately 7.5 hours5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br />, and the Limerick FLEX timelines were based on setup being complete with the battery charger reenergized by hour 7.0 to have margin. Limerick also assumed no actions were started for FLEX setup for the 1st hour post event. This allowed the crew to diagnosis the event and declare the ELAP.

This leaves 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> to setup the FLEX generators, run cables and do in plant alignments (in plant work not affected by LIP) to energize the battery chargers.

Both the primary and alternate FLEX electrical strategies were reviewed and the alternate strategy was selected, since this had the longer setup timeline. From the FLEX timeline, validated per the NEI requirements, the alternate electrical strategy required 3.5 hours5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br /> to set up the generator and cables to re-energize the station battery chargers.

This leaves a margin of 2.5 hours5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br />. (6 hrs - 3.5 hrs (setup time))= margin The MSA flood submittal concluded that approximately an hour delay could be incurred due to LIP flood impacting FLEX setup activities in the south yard area of the plant. This provides at least 1.5 hours5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br /> of margin to successfully setup electrical generators and perform tie-ins even with the hour lost due to the LIP event.

This review also placed the LIP rain/flood event at the worst time, right when the operators were ready to begin equipment deployment activities in the south yard area and had to stop all outdoor work for an hour until the LIP passed.
