INTERIM 10 CFR PART 21 REPORT REGARDING A PIPING SPOOL WELD NONCONFORMANCE FOR V. C. SUMMER UNIT 2 APlOOO PROJECT The attachment to this letter provides an interim report in accordance with 10 CFR 21.21 pertaining to a piping spool that was supplied to Aecon Industrial for use in a portion of the Chemical and Volume Control System (CVS) for the V. C. Summer Unit 2 APl 000 project.

Based on information contained in a nonconformance and disposition report, a weld on a CVS piping spool was found to have an underfill-condition.

Evaluation of reportability in accordance with 10 CFR Part 21 is not able to be completed within the 60-day evaluation period due to the need for additional time to collect and evaluate the necessary information. It is currently expected that the evaluation of this condition will be completed by February 1, 2017.

Attachment to Letter Dated December 2, 2016 Page 1 of2 INTERIM 10 CFR PART 21 REPORT REGARDING A PIPING SPOOL WELD NONCONFORMANCE FOR V. C. SUMMER UNIT 2 APlOOO PROJECT This report is being provided as an interim report in accordance with 10 CFR 21.21.

(i) Name and address of the individual or individuals informing the Commission.

David Durham President WECTECLLC 3735 Glen Lake Drive Charlotte, NC 28208 (ii) Identification of the facility, the activity, or the basic component supplied for such facility or such activity within the United States which fails to comply or contains a defect.

No basic components have been determined to fail to comply or contain a defect. This is an interim report. Based on information contained in nonconformance and disposition (N&D) report, a piping spool that was supplied to Aecon Industrial for use in a portion of the Chemical and Volume Control System (CVS) for the V. C. Summer Unit 2 APl 000 project was found to have a weld with an underfill condition. The affected material was supplied by WECTEC LLC, 3735 Glen Lake Drive, Charlotte, NC 28208, as customer furnished material to be used in the assembly of a mechanical piping module.

The piping spool was fabricated by CB&I Laurens, 366 Old Airport Road, Laurens, SC 29360.

(iii) Identification of the firm constructing the facility or supplying the basic component which fails to comply or contains a defect.

No basic components have been determined to fail to comply or contain a defect. This is an interim report. Construction activities, which includes procurement of these materials for the V. C. Summer APlOOO project, are being performed by WECTEC LLC. The affected piping spool was supplied to Aecon Industrial by WECTEC LLC as customer furnished material. Aecon Industrial identified this condition. The piping spool was fabricated by CB&I Laurens, 366 Old Airport Road, Laurens, SC 29360, based on a purchase order from WECTEC LLC.

(iv) Nature of the defect or failure to comply and the safety hazard which is created or could be created by such defect or failure to comply.

No basic components have been determined to fail to comply or contain a defect. This is an interim report. Evaluation of the condition is expected to be completed by February 1, 2017. The nonconforming weld has been identified and will be resolved prior to use of this piping spool.

The discovery date of the deviation that requires evaluation is October 4, 2016, based on the date of the nonconformance and disposition report that identified the condition. Evaluation for reportability in accordance with 10 CFR Part 21 is not able to be completed within the 60-day evaluation period due to the need for additional time to collect and evaluate the necessary information. It is currently expected that the evaluation of these conditions will be completed by February 1, 2017.

(vi) In the case of a basic component which contains a defect or fails to comply, the number and location of these components in use at, supplied for, being supplied for, or may be supplied for, manufactured, or being manufactured for one or more facilities or activities subject to the regulations in this part.

No basic components have been determined to fail to comply or contain a defect. This is an interim report.

(vii) The corrective action which has been, is being, or will be taken; the name of the individual or organization responsible for the action; and the length of time that has been or will be taken to complete the action.

No basic components have been determined to fail to comply or contain a defect. This is an interim report.

(viii) Any advice related to the defect or failure to comply about the facility, activity, or basic component that has been, is being, or will be given to purchasers or licensees.

None at this time.

(ix) In the case of an early site permit, the entities to whom an early site permit was transferred.
