U.S. Nuclear Regulatory Commission December 14, 2016 Page 2 On June 2, 2016, Exelon Generation Company, LLC (EGC) announced its intention to close the Clinton Power Station (CPS), Unit 1 due to deteriorating economics. In a letter dated June 20, 2016 (Reference 1), and pursuant to 10 CFR 50.82(a)(1)(i) and 10 CFR 50.4(b)(8),

EGC certified to the U.S. Nuclear Regulatory Commission (NRC) the decision to permanently cease power operations at CPS, Unit 1 by June 1, 2017.

On December 1, 2016, the Illinois General Assembly passed the Future Energy Jobs Bill (SB-2814) and the Illinois Governor signed the Bill on December 7, 2016. Because of this, EGC is reversing its decision to permanently cease power operations at CPS. Therefore, EGC formally withdraws its "Certification of Permanent Cessation of Power Operations" (Reference1 ).

In Reference 2, EGC proposed changes to Section 5.0 Administrative Controls of Appendix A, Technical Specifications (TS) to Facility Operating License (FOL) No. NPF-62. The proposed changes reflected changes for a permanently defueled condition. This proposed change was supplemented in Reference 3. EGC formally withdraws this proposed amendment request and supporting supplement.

In Reference 4, EGC proposed changes to the CPS Emergency Plan for a permanently defueled condition. EGC formally withdraws this proposed amendment request.

In Reference 5, EGC proposed changes to Appendix A, TS to FOL No. NPF-62. This proposed change involved a complete rewrite of the TS for a plant in a permanently defueled condition. EGC formally withdraws this proposed amendment request.
