OF MEETING HELD ON FEBRUARY 23,

1996, WITH PACIFIC GAS AND ELECTRIC AND WESTINGHOUSE TO DISCUSS DIABLO CANYON UNIT 1 STEAM GENERATOR TUBE INSPECTION RESULTS AND TUBE INTEGRITY ANALYSES The NRC staff met with representatives of Pacific Gas and Electric (PG8E) and Westinghouse on February 23, 1996, at One White Flint North in Rockville, Maryland to discuss (1) steam generator (SG) tube inspection results from Unit 1; (2) pulled-tube destructive examination results from Unit 1; (3) the tube integrity assessment for Unit 1; (4) the SG tube inspection plan for Unit 2; and (5) industry efforts with respect to evaluating the structural integrity of indications at dented tube support plate (TSP) locations.

Attachment,1 contains the list of attendees at this meeting.

Attachment 2

contains the non-proprietary handouts used by the licensee for their presentations.

Half of the meeting was focused primarily on issues related to Diablo Canyon Unit 1.

In this half of the meeting, PGEE presented the Diablo Canyon Unit 1

steam generator tube inspection results and the future inspection plans for Unit 2.

Westinghouse primarily presented the results from the tubes removed from the SGs for destructive examination and the results of the SG tube integrity analysis.

Based on the information provided and assuming that the TSPs provided no constraint under postulated accident conditions, the staff concluded that the licensee provided reasonable assurance that tube integrity could e maintained at Diablo Canyon Unit 1 for the entire cycle (Cycle 8).

The NRC coIImIented at the meeting that the removal of tubes to address tube integrity showed good initiative on the part of the licensee.

" The other 'half of the meeting was focused primarily on industry efforts related to taking credit for the TSPs in addressing the integrity of specific types of indications located at the TSP elevations.

The industry effort is intended to demonstrate that certain types of indications located at the TSP elevations are not structurally significant since the TSP would limit the potential for tube burst at these locations.

This effort relies on demonstrating that the motion of the TSP is limited as a result of denting at the TSP elevations.

The denting is believed to essentially lock the TSP in place.

Regarding the industry effort, the staff made the following coIIments (1) a technical specification amendment would be needed to use average depths (rather than maximum depths) to compare to the existing tube plugging/repair criteria in the technical specifications; and (2) in obtaining NRC approval
