1995, MEETING WITH PACIFIC GAS AND ELECTRIC COMPANY, TEXAS UTILITIES ELECTRIC COMPANY, UNION ELECTRIC COMPANY, AND WOLF CREEK NUCLEAR OPERATING CORPORATION TO DISCUSS THEIR PLANNED JOINT STANDARD TECHNICAL SPECIFICATION CONVERSION On November 14, 1995, representatives'from the U.S. Nuclear Regulatory Commission (NRC) met with representatives from the Pacific Gas and Electric Company (PGKE), the Texas Utilities Electric Company (TU Electric), the Union Electric Company (UE),

and the Wolf Creek Nuclear Operating Corporation (WCNOC) to discuss their planned joint standard technical specification (TS) conversion for Diablo Canyon Nuclear Power Plant, Unit Nos.

1 and 2, Comanche Peak Steam Electric Station, Unit Nos.

1 and 2, Callaway Plant, Unit No.

1, and Wolf Creek Generating Station, Unit No. l.

Attachment 1 is a list of attendees.

Representatives from UE and TU Electric provided the presentation on the. joint TS conversion program.

The presentation material is located in Attachment 2.

The TS conversion packages for all four utilities will be submitted to the NRC staff for review by December 1996.

Based on this submittal date, staff review of the packages should be completed by June 1997.

It was stressed that to ensure an efficient NRC review of the submittals, the licensees should ensure that the items contained in the technical specifications satisfy the threshold for being included in technical specifications as delineated in 10 CFR 50.36.

In addition, it was stressed that there will be a very high threshold for deviating from the standard TS.

Desired changes should be made to the standard TS in accordance with the established process prior to inclusion in a licensee's TS.

The licensees were informed that line item TS improvements will continue to be processed in the interim while the applications are being developed.

In addition, the staff informed the licensees that the conversion to the improved STS should remain separate from TS changes required to increase the length between refueling cycles.

During the. meeting it was decided that D. Woodlan from TU Electric would be the primary utility contact for the conversion..

The lead project manager from the NRC will be T. Polich, Comanche Peak Project Manager, and the primary point of contact from the Technical Specifications Branch will be N. Gilles.

The licensees suggested that electronic submission of the applications may provide for a more efficient review.

This method will be considered by the staff.

At the conclusion of the meeting, the utilities and the NRC staff. agreed to meet on December 14, 1995, to discuss the conversion process that will be implemented.

The established process will be provided to the staff for review the week of December 4,

1995.
