Divisio'n of Reactor Projects - III, IV, V and Special Projects GOOSSEN LETTER TO THE PRESIDENT; EDO 84697 In a letter to the President, Mr. Goossen expressed concern regarding disposal of spent fuel and emergency response capability at Diablo Canyon.
I discussed Hr. Goossen's concerns with him in a telephone conversation on September 12, 1989.
Mr. Goossen indicated that his concerns relative to spent fuel disposal were based on information he had heard through the news media.
He stated that he did not place a lot of faith in the news media, but he felt that spent fuel disposa 1 could very well be a serious problem.
I explained that the issue of long term storage of high level radioactive waste
( including spent fuel) was being addressed by the Department of Energy with the development of the Yucca Mountain repository in Nevada.
Mr. Goossen acknowledged that he was not well informed and he felt reassured that this issue was being addressed.
With regard to emergency response capability at Diablo Canyon, Hr. Goossen felt that the literature passed out by the utility on this subject was misleading and too optimistic.
Mr. Goossen felt that if a truly serious event occurred at the site, there just would not be enough time to evacuate the area.
I explairIed that such an event would be very unlikely to occur, and in all probability any credible event would be similar to the TMI event.
I explained that the emergency plan should help to minimize the imediate public safety concerns that may follow the declaration of such an event and facilitate the emergency response actions that would be required by the utility, state and

local governments, FEMA and the NRC.
I also explained that the NRC evaluates the emergency response capabilities of each utility on a yearly basis.
Mr. Goossen expressed an interest in the role played by the NRC in regulating the nuclear power industry, and I suggested that the NRC Annual Report might give him some perspective of the NRC.
In this regard, for Mr. Goossen's information and edification, I mailed him a copy of the 1988 NRC Annual Report and Title 10, Chapter 1 of the CFR.

Dear Mr. President:
In reading about nuclear power plants I have notice two errors.
I will admit I am no expert in the subject and nuclear is an inexpensive energy source.
Still the danger of the nuclear power plant raises concern.
I have become concerned about the subject due to the Fact that I live within ten miles of the Diablo Canyon nuclear power plant.
The two errors I have notice has to do with the waste product oF the plant and the misinFormation about the safety oF the plant.
The waste product of the plant must be dealt with by a long term program.
The waste is highly radioactive and lives could be lost if not handled properly. Already in Engla'nd, the Soviet
- Union, and France reprocessing is being done.
Reprocessing cut down on the amount.of waste and the amount of fuel being taken out oF the ground.
Why is it that the United States does not do thi V
The United States only stores the waste and it is building up and must be dealt with.
This problem will not go away.
Not long ago my family received.
a booklet from the Emergency Ser vices office explaining what we must do in case oF an accident.
The booklet was very helpful by providing information as t o what materials are needed and where we should evacuate to.
I found a problem in the wording of the booklet.
Every section made thing sound so easy an harmless.
The truth is that 'in the case of a nuclear accident most people would be panic stricken.
The booklet informed us that we would have enough time to gather a number of items.
What I find. strange is the Chernobyl accident happened only 10 seconds after control was lost.
This was not enough time For the people working there to escape, much less pack a bag of clothing and other items, as the booklet points out to do.
This is a unreal response to what is a real and large problem.
I write to you, Mr. President, in hope that you will use your political power to influence the people in charge of these matters.
These problems need to be addressed.
I see no action being taken about the waste material and a false hope is being presented through the booklet.
Please see what can be done and ask that it is carried out.
I ask this For the sake oF myself, my family, and all other people endangered by these problems.
