RELIMINARY NOTIFICATION OF SAFEGUARDS EVENT PNS-V-88-04 Date June 8, 1988 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance.
The information presented is as initially received without verification or evaluation and is basically all that is known by the Region V staff on this date.

SUBJECT:
FITNESS FOR DUTY - REACTOR OPERATOR IDENTIFIED AS USING DRUGS Based upon information from a confidential
- source, the licensee questioned a reactor operator as he exited the protected area at approximately 5:55 PM, June 7, 1988.
Upon being confronted with information concerning alleged drug involvement, the reactor operator admitted to off-site use of cocaine, as recently as June 5, 1988.
This individual also indicated that the previous day (June 6, 1988), after discussing the situation with his family, he had initiated actions to seek off-site assistance for his involvement with drugs.
The licensee immediately deactivated his security badge denying him access to the protected area.
The licensee's Fitness For Duty Program mandates that in addition to psychological reevaluation, plant employees involved in off-duty use of illegal drugs are subject to disciplinary actions, up to and including discharge.
The licensee has initiated follow-up actions in conformance with their program which includes an initial psychological evaluation (to determine his suitability for rehabilitation); completion of an approved rehabilitation program; a second psychological evaluation; and random drug screening.
This individual is a licensed reactor operator, however, for the past several
- weeks, he has had other assigned duties.
He has been a reactor operator since 1984.
At the time of this event, Unit 1 was shut down for refueling and Unit 2 was at 100%
power.
Neither Region V nor the licensee have received media interest, and none is anticipated.
In accordance with 10 CFR 73.71(c),
the licensee telephoned their one-hour report of this event to Hg, NRC at 6:27 PM (PDT), June 7, 1988.
Region V received notification from NRC Duty Officer at 7:30 PM (PDT).
This Preliminary Notification is issued for information only and is current as of 1:00 PM (PDT), June 8, 1988.
