SUMMARY
OF MEETING HELD ON JANUARY 14-15, 1988 REGARDING DIABLO CANYON PROBABILISTIC RISK ASSESSMENT STUDY - LONG-TERM SEISMIC PROGRAM On January 14 and 15, 1988, the NRC staff and consultants (Brookhaven National Laboratory) met with the Pacific Gas 5 Electric Co.
(PGGE) and its consultants to discuss the progress. of the probabilistic risk assessment (PRA) study being performed for the Diablo Canyon.
The meeting was held in Bethesda pursuant to notice issued on December 17, 1987.
Attendees are listed in Enclosure 1.
The agenda for the meeting is shown in Enclosure 2.
Viewgraphs shown during the meeting are-included in Enclosure 3.
This meeting was the fourth PRA-related meeting between the PGKE and the NRC staff to discuss the progress of the on-going PRA study.
This study is being performed by the licensee as a part of its long-term seismic program to address a license condition on the seismic issues.
The meeting began with the discussion of the objectives,
- scope, approach, and current status of the PRA study.
The licensee has nearly completed the Phase IIIAof the study and is now embarking on the Phase IIIB, the final phase, of the study.
Phase IIIA results were presented and discussed.
The licensee's planned activities for Phase IIIB and key engineering issues for detailed investigations were also discussed.
The emphasis in this meeting was 'on the following specia'lized topics:
(1) Relay Chatter; (2)
Human-Actions Analysis; (3) Design and Construction Errors Analysis; (4) Spatial/Fire/Flood Analysis; and (5) Other External Events Analysis.
It must be noted that a number of the above topics (e.g.,
re'tay chatter and design and construction errors analysis) are receiving detailed attention for the first time in a plant-specific PRA.
At the conclusion of the meeting, the NRC staff and consultants provided preliminary comments (Enclosure 4).
More detailed consultant's comments will be provided at a later date.
The NRC staff also requested that the PG8E provide documents listed in Enclosure 5 to the staff as they become available.

Also, an overview report or a "road-map" which ties documents listed in Enclosure 5 was also requested.
The staff expressed a desire'to conduct a
walkdown" during the next refueling outage.
Details and schedule of this walkdown will be determined jointly with the 'licensee.
