Subcommittee on the Diablo Canyon Nuclear Power Plant (DCNPP) met in San Francisco, California to review the status of the DCNPP seismic reevaluation program.

This program is mandated by a condition of the DCNPP Unit 1 license.

NRR staff members Goutam Bagchi, Harry Rood and Robert Rothman and RES staff member Nilesh Chokshi participated in the meeting.

The staff presented a summary of the status of its review of the licensee's program and the independent studies being conducted under NRC support.

We pointed out to the subcommittee that the seismic reevaluation is an interactive and iterative program between the staff and the licensee; this is because the effort on characterization of ground motion or the hazard estimate cannot wait until the geology, geophysics, and seismology work is complete.

Many of these efforts are proceeding on parallel paths requiring iterative updating.

The subcommittee chairman requested that the staff members make comments on each topic following its presentation by the licensee's representatives.

Staff members complied with this request.

We pointed out that the review and our independent studies are continuing, that we have not reached any final conclusions and that we have not seen anything to date's a result of the program that would cause a

safety concern.

The subcommittee asked how the staff is going to assess the results of the program to assure adequacy of seismic margins as required by the license condition.

We have not made any decision on this issue mainly because the assessment method may be dictated, to a large degree, by the results of the reevaluation.

It appears that it is appropriate to begin to develop a set of assessment options based on likely results of the program.

We should have a better understanding of the form of the results after we receive the licensee's letter documenting the presentation made at the February 19, 1988 meeting on deterministic comparisons at which methods for assessing the results of the program were also presented.
