RSB 5-1 A February 28, 1987 memorandum from C.

E. Rossi requested that we provide a

list of the plants licensed after January 1,

1979 and the way each of these plants intends to meet the natural circulation test requirements of BTP RSB 5-1.

Following is the requested information for the plants in PAD 3 that have been licensed after January 1,

1979:

Diablo Canyon 1/2 - As stated in the February 28, 1987 memorandum, Diablo Canyon 1 performed a test to satisfy the requirements of BTP RSB 5-1 that the staff has found acceptable.

Thus, the issue is resolved for Diablo Canyon 1/2.

Byron 1/2 and Braidwood 1/2 - The response to FSAR question 212.154 provides a comparison of these four plants to Diablo Canyon and commits to performing a natural circulation test on Byron/Braidwood prior to startup from its first refueling outage if the Diablo Canyon results are not satisfactory.

By letter dated January 15, 1987, the utility proposed a revision to this FSAR commitment that allows until startup from the second refueling outage of Byron 1 to perform the natural circulation test if the Diablo Canyon results are not satisfactory.

Copies of the FSAR guestion 212.154 and the January 15, 1987 letter have already been provided to L. Bell and J. Llilson and are currently being reviewed by L. Bell.

The following TAC numbers should be used:

Byron 1-56199, Byron 2-63239, Braidwood 1-64018 and Braidwood 2-64045.

Please let me know if any further information is needed on Byron/Braidwood.
