Thomas M. Novak, Assistant Director for Licensing Division of Licensing DIABLO CANYON SSER 28 - RESOLUTION OF ALLEGATIONS (BOARD NOTIFICATION NO.85-048)

In accordance with NRC procedures for Board Notifications, the enclosed Supplement No.

28 to the Diablo Canyon Safety Evaluation Report (SSER 28),

dated April 1985, is provided for your information.

SSER 28 presents the status of the staff's resolution of allegations for Diablo Canyon 'Unit 1 and Unit 2.

As of March 1, 1985, a total of 1665 allegations or concerns have been received.

The allegations were reviewed with respect to both Unit 1 and Unit 2, regardless of their. stated specificity to either unit.

As of March 31,

1985, 1377 allegations have been resolved for Unit 1 and 1147 have been resolved for Unit 2.

The staff's effort regarding the 1665 allegations is sufficiently complete to conclude that none of the allegations, either individually or collectively, indicates a problem of such a magnitude that should preclude continued operation of Unit 1 or full power licensing of Unit 2. The staff is continuing its investigation, inspection and evaluation of those allegations not yet resolved.

By copy of this memorandum, parties to the Diablo Canyon proceeding are pro-vided the same information.
