SUMMARY
OF NRC/WESTERN UTILITY WORKSHOP HELD ON OCTOBER 21,
- 1993, TO DISCUSS COST BENEFICIAL LICENSING ACTIONS On October 21,
- 1993, Nuclear Regulatory Commission (NRC) staff met with representatives of the above listed facilities to discuss the status of ongoing staff and industry efforts in the areas of cost beneficial licensing actions (CBLAs) and commitment management.
The meeting was held in Phoenix, Arizona, pursuant to a notice issued on October 13, 1993.
Persons attending the meeting are shown in Enclosure l.
Viewgraphs and other material shown at the meeting are contained in Enclosure 2.
Highlights of the meeting are summarized below.
The NRC staff presented findings of commitment management audits conducted by the staff at seven nuclear plants.
The staff also provided a status of NRC activities regarding the commitment change and reporting process.
The licensees raised several questions about the commitment change and reporting process and the staff noted that many of the issues being raised are currently before the Commission.
The staff encouraged the licensees to take an active role in voicing how these issues will be handled.
The second presentation by the NRC staff provided a status of the NRC task force assigned to give special consideration to amendment or exemption requests with high cost and low safety benefits (i.e.,
CBLAs).
In addition to presenting staff observations and staff efforts related to CBLAs, potential enhancements to the staff's process for handling CBLAs were discussed.
The licensees discussed the status of their programs designed to research and re-evaluate commitments that have been made to the NRC regarding the operation of their plants.
In cases where it is determined that commitments exist which do not contribute to safe and efficient plant operation, licensees intend to take action to revise the commitment and its associated implementation activities.

The licensees also discussed the possibility of their jointly reviewing and submitting generic cost beneficial licensing actions to conserve resources and benefit from each other's reviews.
The staff encouraged this effort, but cautioned the licensees to include in their submittals adequate justification as to why a generic action would apply to each plant requesting the change.
