OF AUGUST 10, 1993 PUBLIC MEETING TO DISCUSS THE LICENSEE'S PROPOSED EAGLE 21 PROCESS PROTECTION SYSTEM UPGRADE AND THE DIVERSITY FROM THE ATWS MITIGATION SYSTEM On August 10,
- 1993, the NRC staff met with the Pacific Gas and Electric Company (PG&E or the licensee) in Rockville, Maryland to discuss the issue stated above.
A list of the attendees present at the meeting is enclosed.
The proposed Westinghouse Eagle 21 upgrade at Diablo Canyon would replace the Westinghouse 7100 analog process protection equipment with digital equipment that is intended to improve the reliability and availability of the reactor protection system.
The Eagle 21 upgrade is the subject of a license amendment request (LAR 92-05) submitted to the staff by PG&E on September 21, 1992.
This meeting was a follow up to the July 12, 1993 meeting held to exchange the licensee's perspective and the staff's perspective on the diversity issue in order to provide guidance on meeting the ATWS rule.
The ATWS rule (10 CFR 50.62) requires that the AMSAC system installed at Diablo Canyon utilize diverse equipment from the RPS from sensor output to the final actuation device.
At the meeting, the licensee presented its development'of functional block diagrams that could be used to determine diversity for a typical system.
NUREG-0493 was used as a basis for development of the block diagrams.
The licensee also explained the development of their diversity evaluation methodology using a flow chart.
For the specific issue under consideration, the licensee concluded that sufficient diversity is provided on much the same basis as previously presented in the draft WCAP diversity analysis.
The staff noted that use of the NUREG-0493 methodology to make judgements on the acceptability of diversity in this situation was very difficult due to the constraints of 10 CFR 50.62 which allows certain commonalities.
The staff obtained assistance from Lawrence Livermore National Labs (LLNL) in its evaluation of diversity between Eagle 21 and AMSAC using NUREG-0493.
The staff instructed LLNL to conduct their evaluation of diversity generically using the guidance contained in NUREG-0493 as a means of meeting the ATWS rule.
The staff's basic conclusion using NUREG-0493 analysis and the LLNL generic diversity evaluation was that sufficient diversity did not exist between Eagle 21 and AMSAC.

- issue, the staff agreed to issue a
safety evaluation (SE) in September 1993.
In order to support the staff's review, the licensee agreed to finalize the existing draft WCAP on the diversity issue and submit it on the docket.
The staff's SE would address the acceptability of the Eagle 21 upgrade, leaving the issue of diversity to be addressed in a supplement.
The staff also agreed to meet with NRC management to discuss the outcome of the August 10 meeting and subsequently inform PGIEE of the results of that meeting, and the approach to ultimate resolution of the issue.
