SUMMARY

OF APRIL 29, 1993 MEETING TO DISCUSS IMPLEMETNATION OF THE IMPROVED STANDARD TECHNICAL SPECIFICATIONS AND GENERIC AMENDMENTS FOR DIABLO CANYON On April 29,

1993, the NRC staff met with the PGKE in Rockville, Maryland to discuss the issues stated above.

A list of attendees present at the meeting is enclosed.

The following issues were discussed; The need for technical specification (TS) revisions due to the 10 CFR Part 20 Rule change was discussed.

The staff indicated that a

Generic Letter is being developed to provide guidance on this

subject, however amendments have been approved on McGuire, Catawba and Oconee.

While it may not be necessary to amend the TS, the licensee may increase operational flexibilityby requesting a TS change.

In addition, the licensee discussed the definition of restricted area as it applies to the Diablo Canyon site.

PG8E discussed the recent organizational changes that affect the Administrative Controls TS regarding the Onsite Safety and Plant Safety Review Groups at Diablo Canyon.

The staff noted that by adopting the appropriate administrative control section of the Improved Standard Technical Specifications (ISTS) on safety review functions, similar organizational changes would not require TS revisions in this area.

The licensee discussed partial implementations of the ISTS and implementation of NUREG-1366.

The staff encouraged the licensee to adopt as much of the ISTS as practical when requesting amendments.

The staff also indicated that an amendment request adopting the split report would be feasible.

The split report identifies certain requirements that may be relocated from the TS to appropriate licensee controlled procedures.
