SUBJECT:

SUMMARY

OF OCTOBER 28, 1992 PUBLIC MEETING TO DISCUSS FUTURE CHANGES TO THE DIABLO CANYON TECHNICAL SPECIFICATIONS On October 28, 1992, the NRC staff met with the Pacific Gas and Electric Company (PG&E or the licensee) in Rockville, Maryland to discuss the issue stated above.

A list of the attendees present at the meeting is enclosed.

The licensee discussed several amendments that they are planning to submit to adopt portions of the revised standard technical specifications (RSTS).

The NRC staff stated that the line-item improvement process must be followed to adopt portions of the RSTS.

The licensee discussed their proposed approach for adopting the split report.

The NRC staff addressed PG&E's proposal by stating that if the split report was to be implemented, a full conversion to the RSTS would be warranted.

The licensee also discussed the issue of revising the bases to be consistent with the RSTS.

The staff encouraged the licensee to submit bases changes with their TS amendments.

In addition, the NRC staff also mentioned the Westinghouse Owners Group (WOG) prioritization effort to adopt certain portions of the RSTS.

The WOG is identifying the order in which portions of the RSTS would be implemented under the line-item improvement process.

The staff recommended that the licensee continue to work with the WOG in order to maintain a consistent approach.
