SUMMARY
OF ASSESSMENT ACTIVITIES:
The Vendor Inspection Branch conducted an assessment of Pacific Gas and Electric's (PGSE's) program for the procurement and dedication of commercial-grade items used in safety-related applications at the DCNPP during the period March 25 through 29, 1991.
The assessment was performed in accordance with the requirements of 10 CFR Part 50 Appendix B and the NUMARC initiatives in this area and was the third of a series of eight assessments conducted at selected licensees'acilities.
Region V also participated in the assessment.
NARRATIVE DISCUSSION OF LICENSEE PERFORMANCE En ineerin /Technical Su ort The results of the assessment indicated that PGSE had made a significant effort to upgrade its commercial-grade dedication program since its inception in July
- 1986, and that their program description was generally consistent with the dedication philosophy described in Electric Power Research Institute (EPRI) report NP-5652.
PGSE's engineering and technical support related to commercial-grade dedication was seen as a strength by the assessment team.
Personnel related to the program were found to be knowledgeable and aware of current issues and concerns.
PGSE's involvement in industry groups has benefited both the engineering staff and the overall commercial-grade dedication program.
Communications and interface between site personnel and corporate engineering appeared to be lacking.
This was also identified during a recent PGSE internal audit of the procurement and dedication program.
Additionally, PGSE has completed their assessment of the comprehensive procurement initiative suggested in NUMARC 90-13.
As a result, PGLE should meet the July I, 1991 completion date.
The most significant area requiring increased attention was PGSE's use of replacement part evaluations (RPEs) generated before the guidance contained in EPRI NP-5652 was incorporated into PGEE's program in August 1908, two months after the EPRI document was issued.
PG5E had no formal documented system in place to require a review of these RPEs to reflect current industry standards and practice.
PGSE's management
- support, involvement and resources to improve its program was evident, and its mechanical and metallurgical testing capabilities were well equipped and staffed and appeared to be ahead of most licensees.
Especially noteworthy was the fact that PGKE's commercial-grade dedication program was initiated 16 months pr ior to the initiative commitment date of January I, 1990.
