SUMMARY

OF NOVEMBER 27, 1990 PUBLIC MEETING TO DISCUSS THE RISK-BASED TECHNICAL SPECIFICATIONS PROGRAM DEVELOPED BY EPRI, PG&E, AND WESTINGHOUSE On November 27, 1990 the NRC staff met with representatives of the Pacific Gas and Electric Company (PG&E or the licensee), Westinghouse, and NUMARC in Rockvi lie, Maryland to discuss the above subject. Attendees at the meeting are given in Enclosure 1. Viewgraphs presented by PG&E/Westinghouse at the meeting are given in Enclosure 2. At the meeting PG&E and Westinghouse presented the results of recently completed interviews with utility personnel at five U. S. reactor sites. The five sites were selected on the basis of their experience with and use of .probabilistic risk analysis (PRA). The next part of the program involves determining the approach and functional requirements of a system to identify plant configurations of high risk. At the conclusion of the the meeting, the licensee indicated that it would be prepared to discuss the results of the next part of the program after it is complete in July 1991, and that a meeting for that purpose could be arranged if the staff desired.
