INFORMATION ON BOROFLEX On May 8,

1987, I was made aware of a report i'rom Corrmonwealth Edison dated May 5, 1987 regarding an apparent problem with the Boroflex material used for neutron absorption in the guad Cities pool.

The report describes apparent gaps iii the Boroflex extending the full width of the cell wall up to four inches in length.

This memorandum describes my actions and recommendations with,respect to this report inasmuch as this same material is used in some of the proposed Diablo Canyon high-density racks, The report is being reviewed both by RSB (Brooks) and CEB (Wing).

I expect to receive a request for additinnal information soon from CEB and would send this out to the usual addressees on the special SFP service list (which includes the licensing hoard and all parties to the proceeding).

I do not believe that a Board Notification would be appropriate in this case.

There is one contention related to Boraxflex, which is Sierra Club Contention 1(b)9:

It is the contention of the Sierra Club that the Repui ts fail to include consideration of certain relevant conditions, phenomeria and alternatives necessary for independent verification of claims made in the Peports regarding consistency of the proposed reracking with public health arid safety, ar d the environment, with federal law.

In particular, the Reports fail to consider:

9) the use of "Boraflex" neutron absorbing material for all fuel racks.

This contention indicates that Eoroflex should be used in all racks at Diablo

Canyon, not just the "Region I" racks as propo.".d.

It does not relate to possible degradation of the Eoraflex material.

Accordingly, it is ny

,iudgment that the new information contained in the Ray 5 letter from Commonwealth Edison i": rot relevant and material to the Sierra Club contention, and theiefore a board notification would not be appropriate.

This apparent problem with Eoroflex is beino addressed by the staff and will be resolved before issuance of any amendment authorizing reracking at Diablo
