File Allegation Review Board Meeting DIABLO CANYON ALLEGATION REVIEW BOARD An Allegation Review Board, comprised of the below listed individuals, was convened on November 14, 1985, to examine and disposition the belo~ listed items as follows:

ATS RV-85-A-043, Alle ation Nos.

1722, 1723, 1724 and 1725 The Allegation Review Board evaluated the PG&E responses provided by letter number DCL-85-332, dated October 22, 1985, to these allegations that were referred to PG&E by Region V letter, dated September 5,

1985.

Based upon the Board's evaluation of the responses provided by PG&E, the Board has determined that these allegations require no further staff action and accordingly are CLOSED.

The Board was also informed that the resident inspector made a tour of the intake structure on November 6, 1985, to verify the veracity of PG&E's response to allegation No.

1725 and could find no evidence of carbon arcing on conduits or electrical panels (NRC Inspection Report No. 50-275/85-34).

This case and associated allegations were closed in a Board meeting on September 25, 1985.

However, OI has requested the Board to restate OI's findings as follows:

Instead of "The information obtained does not support a

conclusion of falsification of records and is based on individuals'emories occurring about six year ago" insert, "The information obtained was not conclusive that a specific individual falsified certification records.

However, the weight of the evidence tends to support the fact that the certification records in question appear altered.

The investigation could not clearly recreate the fact pattern on this issue because the individuals involved did not have sufficient recall on incidents that occurred over five years ago."

The investigation and related allegations are still considered CLOSED without further action as OI could not substantiate the allegation and the technical issue related to inspector certification has been adequately addressed and resolved by the licensee in response to Inspection Report No. 50-275/83-37.

1686 and 1690 These allegations had been assigned to NRR but were returned by NRR to the Region on October 3, 1981, indicating a need for Region V input.

The Allegation Review Board evaluated the PG&E responses provided by letter number DCL-85-212, dated June 13, 1985, to these allegations.

Based on the Board's evaluation of the responses provided by PG&E, and with knowledge of the stated program for drawing control that was verified during NRC inspections conducted at the time (NRC Inspection Report Nos. 50-275/82-07, 82-26 and 84-28),

the Board has determined that these allegations require no further staff action and accordingly are CLOSED.
