SUMMARY

LONG TERM SEISMIC PROGRAM MEETING 'WITH NRC CONSULTANTS FOR SOIL STRUCTURE INTERACTION On October 21, 1985 the NRC staff met with its panel of consultants for the soil structure interaction (SSI) aspects of the licensee's (PG&E) long term seismic program (LTSP) for the reevaluation of the seismic design bases for the Diablo Canyon Nuclear Power Plant.

The attendees are listed in Table 1.

The consultants are:

Dr. Gazetas, Renssalear Polytechnic Institute Dr. Andrew Veletsos, Rice University Dr. Carl Costantino, City University of New York Dr. Robert Whitman, Massachusetts Institute of Technology Dr. Morris Reich, Brookhaven National Laboratory Administrative direction for the panel is provided by Brookhaven National Laboratory.

This was the first meeting between the NRC staff'nd the SSI consultants.

The staff summarized the licensing history of the Diablo Canyon Plant, in particular with respect to the LTSP license. condition in the Unit 1

full power license.

The staff explained the interaction between staff and consultants and requested that the members of the panel act as individuals and not as a panels Each membe~ will be provided, either through BNL or directly from the HRC, with all pertinent information.

Each member should provide the staff, through BNL, with an independent report.

After the meeting of the HRC staff with the SSI panel PG&E representatives joined the meeting.

Participants are listed in Table 2.

PG&E stated that the scoping study for the LTSP has been nearly completed and a present-ation will be made at a meeting to be scheduled for early 1986.

PG&E made a brief overview presentation of the site geology, foundation conditions, and plant dimensions and configuration.

The PG&E viewgraphs are attached.

The HRC consultants stated that probably one of the more complicated issues of the SSI aspects is to define the free-field ground motion and that the SSI may result in a relatively small effect.

The consultants suggested that the SSI program should use a parametric approach so that it can incorporate the uncertainty which may exist in the ground motion and the relative importance of assumptions.

PG&E indicated that it plans to use the parametric approach and to also compare the results to actual ground motion recordings at the site.

currently in progress using the SASSI Code for problems that have been published using the CLASSI Code.

PGImE intends to use these comparisons as a benchmark for future work.

The NRC consultants requested that they be provided with such comparisons before the PGIEE modelling of the SSI proceeds too far.

The NRC staff and the consultants emphasized that in order to assure compatibility of parameters and results, good communications must be maintained between the groups or individuals performing the empirical ground motion

studies, the numerical modelling ground motion, and the SSI'.

The staff will provide copies of the Diablo Canyon FSAR Amendment 50, Chapter 4

and of the Safety Evaluation Report Supplement 5 to the consultants for their familiarization with the previously performed ground motion analysis.

A copy of the LTSP had been provided to the consultants earlier.
