Allegation Review Board Meeting DIABLO CANYON ALLEGATIONS An Allegation Review Board, comprised of the below listed individuals, was convened on October 28, 1985, to examine and disposition the below listed items as follows:
Alle ation No 1625, ATS No. RV-84-A-115 Worker told b a'oreman to i nore radiation alarms while workin in containment in November 1983 (Closed er IR 83-38)
An inspection covering the issue (IR No. 50-275/83-38) was performed on November 14-18, 1983.
This inspection independently identified similar problems to those alleged by the concerned individual.
The inspection findings resulted in a Notice of Violation being issued to the licensee.
The licensee responded to the Notice of Violation on January 9,
1984.
In their response the Violation was admitted and corrective action was described.
In March 1985, and inspector verified that the corrective actions described in the licensee's response had been accomplished.
The Division of Radiation Safety and Safeguaids does not have any further questions on this matter and recommends that the matter be closed.
Therefore, the Board considers this allegation CLOSED.
Alle ation No. 786, ATS No. RV-84-A-064 NRC was not available at ni ht'here were no avenues to re ort harassment.

NRC Form 3's have been posted around the site in conspicuous areas giving workers NRC telephone numbers where collect calls can be made.
- Further, the resident inspector's plant number has been placed in conspicuous places around the plant.
Had alleger seriously needed to contact the NRC, he could have made such a call and the resident inspector or another NRC inspector should have made arrangements to meet with the alleger at night.

As discussed in SSER 21, 22 and 26, following appropriate screening by the NRC staff, a number of allegations have been and will be submitted to the licensee for evaluation.
The licensee has been required to provide results of their evaluations and identify any necessary corrective action to the staff.

The subsequent staff evaluation of an allegation then also considers the licensee's response and action.
The item can only be closed after consideration and approval by an Allegation Review Board in accordance with the DECAMP procedure.

(CLOSED)'9 The inspector examining the stanchion welding allegations, documented in Inspection Report 50-275/84-42, observed that the documentation of the situation present in the Pullman work packages was sufficient and complied with regulatory requirements.
- Further, the inspector observed that the appropriate documentation supplied by the alleger was included ih the Pullman documentation packages.
