Diablo Canyon Allegation Panel Nembeis The staff has reviewed the following documents submitted by GAP and the Joint Intervenors including their attached affidavits:

GAP submittals dated February 2,
1984; March.2, 1984; March 23, 1984; April 12, 1984; and May '3, 1984 2;
Joint Intervenor submittals dated February 22, 1984; March 2, 1984; March 1, 1984 Supplement; and June
=11, 1984 In addition, the staff has reviewed the 23 transcripts of interviews conducted by the Office of Investigation.
The transcripts are dated between April 7, 1984 and May 3, 1984 and represent allegations by some 12 persons.
Finally, the first 219 allegations have, likewise, ~n reviewed by allegation panel personnel.
The staff has evaluated the above documents and listed the allegations.
The staff has evaluated the allegations in accordance with criteria presented in SSER 22, pages E5 through E7, and assigned resolution responsibility for each allegation.
The staff referred several allegations to PG&E for resolution by letters dated April 27, 1984 and April 19, 1984.
The licensee responded by letters dateÃpMay 17,'", '1984'nd May 29, 1984 presenting some of their resolutions.
The staff will review the licensee's responses in order to establish whether the response was appropriate, identified any additional unresolved technical issues or point to any additional management adequacy issues.
If any such technical issues or management inadequacy questions are identified the staff will provide a listing of these and take action to provide resolution during a special or routine inspection, as appropriate.
In addition, the staff plans to select a number of the more substantial issues from the licensee's responses and perform an independent assessment of the licensee's resolution to establish the degree of accuracy and completeness of the licensee's evaluation.
Participation in the allegation review panels for all the allegation are documented by the signature of panel members listed below.
Due to the high volume of allegations, members of the review panels reviewed the allegations separately, rather than in a group surrounding.
