BOARD NOTIFICATION NO.84-031 gS The purpose of this memorandum is to inform you that the Government Accountability Project (GAP) has submitted to the NRC "Supplement to Petition Pursuant to 10 CFR 2.206" dated March 14, 1985.

This is the second supplement to the GAP petition of July 31, 1984; the first supplement was submitted on November '15, 1984.

This supplement includes twelve affidavits, one of which (Exhibit 9) was provided only to the Office of Investigation for. protection of confidentiality.

The supplement includes allegations related to (1) construction gA, particularly with respect to fasteners provided by Cardinal Industrial Products; (2) design gA, as related to drawings and computer codes; (3)

PGLE character and competence; and (4) the NRC staff's (NRR and Region V) handling of allegations filed by GAP.

In accordance with the Commission's Statement of Policy:

Handling of Late Allegations, dated March 19, 1985 (50 FR 11030),

the staff (Region V) is currently conducting a screening review to determine the significance of the allegations in accordance with the screening criteria, established

therein, that may be material to a licensing action.

We will forward the results of the screening review, including the evaluation of the significance of any new allegations, when that review is complete.

Preliminary, it appears that issues related to the quality of materials provided by Cardinal Industrial Products may.be material to a licensing decision.

This notification of the supplemental petition receipt, while not explicitly required by the Commission s

Policy Statement, is being provided because of the potential proximity of a licensing. decision on Unit 2.

Region 7 will be prepared to address the significance of these isues at the time any licensing action would be considered.

1984, and in the first supplement of November 15, 1984.

By copy of this memorandum the A'ppeal Board and the pa~ties to the Diablo Canyon proceeding are provided the same information.
