The Commission was briefed on July 21, 1982.
On July 21, Board Notifi-cations were issued to the Rancho Seco and TthI-1 Boards.
The report is also factored into the Indian Point Risk Testimony.
This Notification is a followup action for application to the cases lisIited.
Since it is expected that the Commission has copies of this report, only summary information is being provided.

The Accident Sequence Precursor Progra Report presents the initial results of a program that was begun as a~result of one of the Lewis Committee recot)n)endations following thei review of MASH-1400, the Reactor Safety Study.
The Precursor Program uses icensee Event Reports to evaluate potential nuclear plant accident p
cursors occurring at operating reactors.
These individual plant precursors re then suon)arized to evaluate the risk (for a particular time period), from a
<1 operating nuclear power plants.
This report covers the period from 1969qto 1979.
The estimate is'etween 1.7 x 10-3 and 4.5 x 10
~ per reactor yea> and includes contributions from three major events:
(l) the loss of feedwateb and stuck-open relief valve at Three HIle Island Unit 2 (which actually r suited In severe core damage),
(2) the loss of nonnuclear Instrumentatlon a
Rancho Seen, and (3) the fire in the cable spreading room at.Browns Ferry 1
This report was released as a progress report with the expectation that ome conclusions may need to be changed as the report undergoes continuing pe review and public co))N)ent.

Thi information relates directly to issues on the probability of accidents for clear power reactors.
Since it estimates the probability to be much higher than past studies, it may put a different light on the issue.

e to point out that this document does not represent an NRC position concernin the probability of accidents, and is being furnished to you as backgroun information.
The report is a contractor's assessment of the past (1969-979) probabilities based on the events and plant characteristics which existe during that period.
Approximately SP of the total risk cited in the study should be mitigated by the NRC requsged modifications resulting from the events at THI-2, Browns Ferry, Cry tal River and Oconee 3.
In addition, the upgrading of t e Auxiliary Feedwater System reliability and other generic improvements should further reduce the total risk."
The attached information refers to the future ork in this area.
