ORDER The Commission has received the Licensing Board's July 17, 1981 Partial Initial Decision conditionally authorizing fuel loading and low power testing.
Under 10 CFR 2.764, the Commission reviews any decision which authorizes operation of a nuclear power reactor.
However, the Licensing Board decision does not by itself authorize operation as it is conditional upon favorable Appeal Board resolution of physical security matters.
Therefore, the time for Commission review under 10 CFR 2.764 will,not begin to run until issuance of the Appeal Board physical security decision.
Moreover, the time for filing of stay motions under 10 CFR 2.788 will also run from service of the Appeal Board physical QOW
