SUMMARY

OF THE MEETING WITH VERMONT YANKEE DECOMMISSIONING ALLIANCE REPRESENTATIVES ON DECEMBER 15, 1980 During the afternoon of December 15, 1980 in Bethesda, Maryland, the Director, IE met with four representatives of the Vermont Yankee Decommissioning Alliance (VYDA).

They were Ms. Virginia Callan, Mrs. Jean Lowell, Mr. Carlos Richardson and Mr. Cort Richardson.

Other NRC personnel who attended are included on the enclosed ",ist of meeting attendees.

The discussion focused on VYDA concerns about problems which had surfaced during the refueling and maintenance outag at the Vermon-Yankee Nuclear Power Station in late 1980.

VYDA also raised issues regarding the implication tha.

the problems were indicative of generally deteriorating conditions at the plant and were reflections on management competence o, the licensee.

Jurisdiction and responsibilities of the State of Vermont, NRC, the licensee, and Congress were discussed briefly.

Technical issues that were discussed included those contained in the letter to the Commission from Ms; Callan and Mr. Richardson dated November 27, 1980, i.e.,

anchor bolts, reactor water cleanup system pipe cracks, turbine cracks and erosion, inerting of the containmen= drywell, and repairs associated with the torus suppression pool.

Additional topics of discussion were environmental monitoring, evacuation

zones, decommissioning and waste storage.

On these

topics, VYDA sought information and voiced their concerns.
